The regular monthly meeting of the Locust Central Business District was duly noticed and held on Wednesday, June 8, 2005, at 3:00 p.m. at the offices of the Locust Business District, 3150 Locust Street, St. Louis, Missouri. A quorum of the Board of Commissioners being present, the meeting was called to order.
General Business
Those guests attending the meeting introduced themselves.
Mr. Shaw welcomed the following new members of the LBD Board of Commissioners: Barry Adelstein, Jassen Johnson and Linda Laspe.
A draft of the minutes of the May 11, 2005 regular meeting of the LBD was previously provided to the Board of Commissioners. The Board dispensed with the reading of the minutes. Mr. Pratzel identified an amendment to the minutes. Upon motion of Mr. Hamilton, duly seconded, the minutes of the May 11, 2005 meeting, as amended, were unanimously approved.
Old Business
Security Patrol Report. Adam Strauss reported to the Board regarding the results of the security patrols being conducted in the District. Mr. Strauss noted that the amount of loitering in the District has decreased since the patrols commenced. Discussion was held regarding the nature and frequency of reports to be provided by Hi-Tech Security to the Board. The Board determined that in order to fully evaluate the impact of the security patrols, Hi-Tech should deliver daily reports and monthly summary reports to the Administrative Director for the next three months. The Board also directed that the reports be available for inspection by the Board and other interested persons.
The Board also discussed possible changes in the hours of the Hi-Tech patrols. The Board approved the following schedule changes: Thursday patrols will operate from 11:00 a.m. to 3:00 a.m.; Friday patrols will operate from 1:00 p.m. to 5:00 a.m. and Saturday patrols will operate from 11:00 a.m. to 3:00 a.m.
The Board noted that comments from businesses, constituents and residents regarding the security patrols have been very positive.
Mr. Strauss stated that as part of its patrols, Hi-Tech would be able and willing to generate a list of problem properties and areas where there is graffiti and a build-up of debris and trash. The Board requested that Hi-Tech generate such a list and provide it to Mr. Kark.
MoPERM Insurance. Mr. Pratzel reported to the Board that MoPERM had received all requested information and that an insurance quote is expected from MoPERM within the next week.
Sidewalk Program. Mr. Kark reported to the Board that the notice to interested constituents regarding the 50/50 Sidewalk Program will be included in the newsletter scheduled for mailing in June. Discussion was held regarding the process for approving sidewalk improvements after applications are received from constituents.
Locust Street. Mr. Shaw reported to the Board that the initiative to make Locust Street a two-way street within the boundaries of the LBD had been considered and approved by the City Street Department. The project has been placed on the City’s approved project list and should be completed by the end of the year.
Ordinance Amendments. Mr. Pratzel reported to the Board that the board bills to amend the LBD ordinance in order to include residential property in the LBD tax has been introduced and assigned to the Ways and Means Committee for hearing. Mr. Pratzel further reported that the board bills should be approved in early July.
Newsletter. Mr. Kark reported to the Board that the newsletter should be mailed during June.
New Business
Robert Berger. Mr. Shaw noted that Robert Berger’s term as a member of the LBD Board of Commissioners had ended. Mr. Shaw expressed the LBD’s deep appreciation to Mr. Berger for his many years of devoted and effective service to the LBD.
LBD Rules, Policies and Procedures. The Board determined that it was appropriate to delay consideration of the proposed LBD Rules, Policies and Procedures in order to give the Board additional time to consider the document. Ms. Laspe moved to hold a special meeting of the LBD Board of Commissioners on June 22, 2005 in order to consider the proposed LBD Rules, Policies and Procedures. The motion was duly seconded. Following further discussion, the LBD Board voted unanimously to approve the motion.
MBE/WBE Policy. Discussion was held regarding the minority business enterprise and women-owned business enterprise policy as contained in the proposed LBD Rules, Policies and Procedures. Mr. Schlafly moved to approve the MBE/WBE policy as contained in the LBD Rules, Policies and Procedures. The motion was duly seconded.

* On March 6, the U.S. Postal Service will issue a postage stamp honoring scientist Gerty Cori, who had connections to Wash U. She won the Nobel Prize in 1947, along with her husband Carl Ferdinand Cori, for research into blood glucose regulation. They carried out the research while at Washington University School of Medicine.
* Adam Strauss, owner of Hi-Tech Security and a CWE native, received a letter of commendation from Police Chief Joe Mokwa recently. The incident that earned him the recognition happened last September when Strauss and Sgt. Ronald Hasty of the 9th District caught a criminal who had just committed an armed robbery in Midown.The suspect’s gun and the stolen property were recovered.
